Chhata is the seat of its tehsil — the SDM and the Tehsildar are posted here, and the surrounding belt including Kosi Kalan, Barsana and Nandgaon runs its revenue business through this establishment. For a buyer that means the khatauni, the mutation file and the objections that follow a dakhil-kharij application all move in one place, and being able to attend it matters. The town sits on NH-44 about thirty-five kilometres north of Mathura city, on the same Delhi–Agra highway that passes through Palwal, and it has been inside the Mathura-Vrindavan Development Authority since December 1997, so construction requires the authority's sanction and not merely a registered deed. The agricultural story deserves telling straight. Chhata had the only sugar mill in Agra mandal, established in 1975 on about a hundred acres, and it closed in 2009 when cane supply and losses caught up with it; district sugarcane cultivation fell sharply afterwards. Since then a revival has been announced on a large scale — a modernised crushing plant, a distillery, and a logistics park in a third phase — but the reopening target of 2024 passed and tendering has been reported to have failed four times. A project that cannot be tendered is not a reason to pay more for ground near it. What replaced cane in the local cropping pattern we do not state, because no source we could reach established it, and a plausible guess about crops is exactly the kind of detail that turns into a valuation.
